MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 7th APRIL 2010

 

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

bulletPlanning Application – Roseleigh, The Street

Mrs Milner Woodhead asked Cllrs to note her concerns when discussing the planning application for Roseleigh, The Street.

As she was the immediate neighbour the garage would be only feet from her kitchen window and would be extremely over bearing. The plans showed a very large 29 cubic metre structure, 1 metre higher than the present boundary wall. There would be no objection if the building were to be resited on the plot away from the boundary wall and adjoining the house. There was a concern that the size of the garage – large enough for 3 vehicles – may be intended for use as a business premises.

The Chairman reported he would be declaring an interest in this application, but assured Mrs Woodhead that her comments would be taken into consideration by Cllrs when the application was discussed.

POLICE REPORT

PC Akers was unable to be present but had provided a written report. There had been a number of minor incidents reported and dealt with.

NEIGHBOURHOOD WARDEN

Warden Phil Drew said that he had carried out numerous patrols in the area. There was little to report and in the main it had been quiet in the area. Graffiti in the bus shelter in Whitminster Lane had been noted and he would assist with the repainting of this.

Cllr Greenfield reported youngsters had been seen playing football on the bowling green and the Club are considering fencing the area to stop this. Cllr Clifford reported evidence had been found of trespassers in his farm building next to the new cricket pavilion in Whitminster Lane. The Chairman reported incidents of vandalism at the Community Centre. Cllr Alexander reported a ‘gang of four’ had been causing a series of problems in the village.

Warden Drew noted the incidents and confirmed he would keep a special watch when patrolling the area.

bulletMinutes of the Annual Parish Meeting held on 24th March 2010 were approved as a true record and signed by the Chairman.
bulletThe Chairman reported there were no matters arising from the Annual Parish Meeting. Attendance at the meeting had been disappointing and Cllrs discussed how best to encourage people to attend. Consideration will be given to holding the APM during summer months as it was felt people did not wish to turn out on a cold wet dark evening. The Chairman will check Arnold Baker and advise Council on the legal requirements.

Cllr Howe declared a prejudicial interest and took no part in the discussions. The Vice Chair took the Chair.

Comments made to Council prior to the meeting were noted and Cllrs studied the plans and discussed the application following which Cllrs unanimously agreed to oppose the application on the following grounds:

bulletPolicy BE5 - the proposal is considerably larger than the original garage on this plot.
bulletPolicy BE1 - the proposed garage is too far forward on the site and too far to the north of the plot, making it over-bearing on the neighbours at The Laurels - Policy GE1.
bulletCllrs would recommend an application for a lean-to garage on the northern face of the house. Provision for turning vehicles to allow forward access onto The Street was desirable.
bulletPolicy BE5 - this being a Conservation Area, the view from The Street into the designated open space of The Narles would remain and the overall affect on the neighbours property would be minimised.

Erection of canopy over existing roller shutter doors to storage facility and incorporation of 4 silos

 

Cllr Price had studied the plans and advised that they appeared to be incorrectly drawn and were therefore misleading.

Local Resident had been consulted and the following points of concern were noted:

bulletResidents in Darrel Gardens were very much opposed to any new development on the site.
bulletIn particular there were concerns over the provision of 24 hour working on the site which had originally been granted to Lafarge.
bulletResidents in Lake Lane were concerned about the intrusive quality of lighting from the lorry park shining all night in their rear windows.
bulletIf the application went ahead, residents would like to see tree planting to shield the site from their rear windows.

Vertical extension to existing single storey structure and installation of grain bins

 

Cllr Price had studied the plans and advised that, as with the previous application, they appeared to be incorrectly drawn and were somewhat misleading. However, Cllrs agreed there was no planning reason to oppose the application.

This is a major application in the Conservation Area and after a full discussion Cllrs agreed to ask District Cllr Smith to ensure that both this application and S10/0494/FUL be taken to the planning committee. In the meantime Parish Council would facilitate a meeting between residents, planning officers and the applicant.

These papers, having arrived very recently, the Ward Cllr had not had time to consult neighbours. However, the proposals appeared to be acceptable under Policy HN16 so Council agreed to support, subject to any views of neighbours whom Cllr Howe would consult.

New regulations have been issued regarding Design and Access Statements, permitted development rights to commercial buildings and appeals where enforcement notices are in place. The District Council had circulated a information Newsletter. Cllrs had received a copy via email.

At this point in the meeting, Cllr Price reported that Mr John Goulding was retiring from his position as Village Handyman. The post is now vacant.

The Financial Update for February 2010 was not available.

(d) Other Finance

bulletCopying of Parish Records from the Congregational Church

Cllr Alexander reported that the Congregational Church had discovered some old records relating to the early years of the Chapel. These will deposited in the County Records Office but the Minister would like to take copies of some to keep in the village. The photocopying would cost about £100 and Cllr Alexander proposed that Parish Council cover this expense.

Cllr Price suggested that digital copying would be preferable to photocopying and Cllr Alexander will speak to the Minister to take this forward.

In principle Cllrs unanimously agreed to cover the cost of copying up to a maximum of £100.

bulletEntrance Gates to the new Churchyard Extension

Cllr Alexander reported that work at St Mary’s Church was progressing with a number of projects taking place. It was proposed to erect a pair of gates in the west wall of the graveyard extension. The gates would be the same height and would match the existing fencing. Cllr Alexander proposed that Parish Council release £2500 of the funds held for the extension project to cover the cost of the gates.

Cllr Speed requested sight of the plans before making a decision. Cllr Price agreed to email copies to Cllrs and it was agreed that if no objections were made with 48 hours the funds should be released. If there were any objections, the matter would be taken to the next meeting.

bulletParish Council Audit

Notification has been received of the annual audit for the year ending 31st March 2010. Papers are to be returned by 1st June 2010.

bulletCare & Repair (Stroud) Ltd

Care & Repair had lost their main sponsor and were asking parish councils for funding to enable their Gardening Assistance Scheme to continue. The Chairman confirmed that the scheme benefitted a number of residents in the parish and asked Cllrs to consider making a donation. Papers will be circulated to Cllrs to enable discussion at the May meeting.

40/10 PARISH COUNCIL INSURANCE

The Chairman advised that this item will be taken forward to the May meeting to enable a full discussion.

41/10 SEVERN VOICE MEETING

Cllrs Alexander and Greenfield had attended the meeting and advised items discussed:

Highways – Cllr Waddington had not been present. Chris Riley, who has taken over from John Roberts at County Highways, was very helpful and supportive in discussions relating to the provision of traffic lights at the junction of the A38/Perryway. He is to take action to progress negotiations, although it was unlikely any project would take place in the near future. All the Severn Voice parishes supported Frampton-on-Severn in their desire for action to be taken at this junction. Cllr Alexander proposed writing to Mr Riley.

Affordable Housing – a potential new site for 13 houses has been identified in School Lane, Whitminster, and negotiations are continuing.

Saul Marina – Saul Parish Council raised a query about the provision of a splay at the junction of the Marina entrance and Sandfield Lane. Following the meeting Cllr Alexander had checked the original planning papers and had advised Saul Parish Council that there was no mention made of this.

42/10 CORRESPONDENCE WITH CLLR WADDINGTON

As Cllr Waddington had not been present at the Severn Voice meeting, Cllr Speed repeated his request that a meeting be arranged with Cllr Waddington to enable policy on road works to be discussed. The Leader of Gloucestershire County Council should also be invited. Cllrs agreed that an invitation be extended to Cllr Waddington to meet with Parish Council at a time and place of his choosing. The Chairman will draft a letter for comment.

43/10 MEETING WITH ENVIRONMENT AGENCY OFFICER AT SPLATT

The Chairman, Cllrs Alexander and Clifford and the Watercourse Warden had met with George Tomlin of the Environment Agency on site at Splatt. Following recent work carried out by the EA and the IDB many of the original problems had been resolved, but the Chairman had pointed out that regular monitoring of the outfall was essential. The Chairman felt the meeting had been extremely useful and he would follow this up with a letter to Mr Tomlin asking about the maintenance agreement between the EA and BW over the sea defence. The Chairman will draft a letter for comment.

44/10 DISTRICT & PARISH COUNCIL ELECTIONS

As the Government had announced the date of the General Election as 6th May the Parish Elections will now be held on 27th May. It was noted that Cllrs Karen Lewis, Martin Lewis and Sarah Wagstaff would not be standing for another term.

The MPS visits to this parish were to be on the 1st and 16th May 2010 in Frampton Stores car park.

48/10 CHAIRMAN’S ITEMS

bulletGAPTC Standing Orders

A new version of Model Standing Orders has been provided by GAPTC. The Chairman suggested this should be taken forward to the new Council for action.

49/10 ANY OTHER BUSINESS

Cllr Alexander reported:

    1. The District Council have a new scheme ‘Adopt a Verge’ to encourage residents to take care of the public roadways adjacent to their properties.
    2. District Council planning will revert to a 21 day turn-round for planning applications.
    3. British Waterways are to take over the running of the Canal Users Forum.
    4. The County Council street lighting scheme for this parish is now complete with 43 of the 50 street lights being turned off between the hours of midnight and 5am. There have been one or two complaints from residents and it was agreed to place an item in the next Newsletter to advise the community about the scheme.

There being no further business the meeting closed at 9.45pm.
