MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 6th DECEMBER 2006

 

POLICE REPORT

A PCSO from the Community Team provided crime statistics for the period 1st November to 5th December.  There had been 3 reported incidents.  

Cllr Greenfield asked if any details were available of an incident that occurred in the village at approximately 5.30pm on Friday 1st December when a number of police cars had been seen in The Street.   The incident log would be checked and details would be reported if possible.

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

The Rev Dr John Hunter

There is a pothole covered by puddle in The Perryway by the opening into Cullimore’s field.   This was very deceptive and dangerous.   The Chairman and Cllr Greenfield agreed to carry out a survey of parish roads and report to Stroudwater.

Mr Peter Morris

A property in The Street had received a delivery of bricks that had been piled up blocking the footpath. This had been very dangerous for pedestrians.  The Chairman confirmed that this had been reported to a Parish Cllr but the resident had removed the obstruction before it was necessary to take any action.  The Chairman asked that this type of incident be reported directly to Ward Cllrs to enable appropriate action to be taken.

145/06   PREVIOUS MINUTES

It had not been possible for the Chairman to check the Minutes of the meeting held on 1st November 2006 before they were circulated.  The Minutes were now amended to correct a number of typing errors and as follows:

Parish Council had opposed the original application for a dwelling on this site on the grounds of dangerous access onto The Perryway.  The Highways Authority had not objected and the District Council had therefore given approval. 

Cllrs discussed this current application and once again considered that any additional property requiring access onto The Perryway would be extremely dangerous.  The only neighbouring property, Perryway Garage, would not be affected by the proposed development.

Cllr Clifford proposed that Parish Council put forward its original opposition siting dangerous access into the Perryway.   Cllrs unanimously agreed.

The Chairman proposed the Planning Sub Group consider the extensive papers received.

Following the meeting the Sub Group reported their findings and a submission was made to the District Council.  It was agreed that Parish Council would neither support nor oppose the application and a two-page report was submitted giving general observations.

The application has been withdrawn.

 

§          The Tennis Courts, Lake Lane

The Chairman declared a prejudicial interest and left the meeting.

Cllr Speed took the Chair and reported the contents of a letter from a resident concerned that insufficient local consultation had been carried out before the development was commenced.  Cllrs considered the concerns were unfounded and details in the letter were questioned.  After a full discussion it was agreed Cllr Speed would prepare a response.

The Chairman returned to the meeting and resumed the Chair.

§          Schedule of Policies

The Clerk had prepared a schedule of the policies contained in the Stroud District Local Plan.  It was agreed to provide copies for members of the Planning Sub Group.

§          Financial Update

Cllr M Lewis circulated a paper showing the current financial situation.  Cllrs noted the contents.

§            Other Financial Matters

-   Transfer of Land adjoining Glebe Close

The Solicitors acting for Parish Council have advised that local searches with the District Council will cost £220.  After discussion Cllrs agreed it would be unnecessary to have searches carried out.

-   Annual Donations

The Rev Dr John Hunter had thanked Parish Council for the donation made to the Congregational Church.

148/06   FREE LANDING PLACE

Cllr Clifford declared a prejudicial interest.

The Chairman had discussed the status of the free landing place with Frampton Court Estate and the ownership of the car park at Splatt.  Actions had been agreed, and the Chairman will research the archives of the Parish Council to clarify details of the original agreement.  Frampton Court Estate will draft a statement and a report will be given to a future meeting of the Parish Council.

The Chairman will attempt to get a copy of the area map from Shire Hall in order to clarify the exact area under discussion.   

149/06   BRITISH WATERWAYS PROPOSAL ON BRIDGE CONTROL

The Chairman reported an emergency meeting of Severn Voice Chairmen had been held to discuss the BW proposals to remove bridge keepers from the Canal during the winter months and for boat owners to operate the bridges. 

A representative from British Waterways had attended the meeting and reported that the new working system will apply to electronically operated bridges only and is due to come into effect early next year.  BW offered to take concerned Parishes to see a similar system working successfully on the Kennett & Avon Canal .  The representatives from the Severn Voice parishes expressed concern that considerable disruption would be caused to parishes bordering the canal and that maintenance of the bridges was being put in jeopardy.  

The meeting had not been convinced by the explanations given by BW and concluded action be taken to contact the emergency services, County Highways and the local MP to protest at these new working arrangements.   

The Chairman was asked to check details with Cllr Alexander, the Parish Council representative on the Canal Users Forum, and to write to British Waterways to support the concerns raised by Severn Voice.

150/06   LAND AT SPLATT BRIDGE

The Chairman reported that British Waterways have said that they do own a small area of the land for sale at Splatt although some is in the ownership of Frampton Court Estates.  The situation is not yet resolved and Frampton Court Estates are continuing to negotiate with BW.  Ownership of the car park is being investigated. 

151/06   NEIGHBOURHOOD WARDEN SCHEME

The Chairman reported a response is still awaited from the District Council.  It was agreed to advise the Severn Voice parishes of the intention to request a part share in a Warden for this parish, in the hope that this will enable the DC to move forward with the request.

152/06   FUTURE OF RURAL POST OFFICES

The Countryside Alliance has reported Government proposals putting in danger the future of rural post offices.   After discussion it was agreed this Parish Council would write to the local MP and the appropriate Government Minister in defence of local post offices.

§          Lake Lane

A resident had written complaining about the condition of footpaths and traffic speeds in Lake Lane.  The Chairman and Cllr Greenfield agreed to check the area and take appropriate action.  The Chairman will also contact the Head Teacher and ask her to request parents driving children to school to take special care in Lake Lane.

 

§          Splatt Bridge Car Park

BW has replied to the Parish Council request for them to take action against untaxed vehicles in their car park.  They do not give permission for vehicles to be removed but will take any action they can.

 

§          Rights of Way Review

The County Council Rights of Way Team have commenced an asset survey of the entire path network in the county.  John Lane is covering the Stroud South area.

 

§          Stonehouse INA

As from 30th November, Eric Moore is the new INA Inspector at Stonehouse.

 

§          Parish Websites

David Greenfield has reported that daily hits for the websites during October were – Parish Council 14, Village 42.

 

§            Waste Management Strategy Consultation Document

It was agreed the Chairman would check the papers and complete the Survey.

 

§            Mobile Police Station

Will visit the parish on 11th and 29th January 2007.

 

§          Miscellaneous

Various papers and reports were made available for Cllrs’ perusal.

 

156/06   CHAIRMAN’S ITEMS

§          Village Agent

Christine Lingard had been appointed as the Village Agent for this parish.  The part time post has been created by GRCC to provide older people in rural communities with easier access to information and services.  Christine can be contacted on 07810 630179.    It was agreed to invite her to speak to Parish Council at the January meeting.

 

§          Date for January meeting

The Chairman proposed the January meeting take place on the second Wednesday and this was unanimously agreed.  The meeting will therefore be on Wednesday 10th January 2007.  Notices will be displayed to advise parishioners.

 

§          Severn Voice Meeting

Minutes of the meeting held on 25th September were circulated.

 

§          St Mary’s Churchyard

The Chairman reported the PCC had responded to Parish Council enquiries about ongoing negotiations for work at St Mary’s:

 

-  Maintenance.  It has been decided that the whole area will be cut.  Cllr Speed proposed that Parish Council repeat the offer for T.W. Hawkins to include this cut in the annual grass-cutting contract.  It was agreed to add this to the Agenda for the January meeting to enable this proposal to be discussed.

 

-  Extension to the burial ground.  Negotiations are proceeding slowly but satisfactorily.

 

157/06   ANY OTHER BUSINESS

Cllr Greenfield reported:

(a)   Parking  by vehicles on the pavement in The Street is causing difficulties for pedestrians.  It was agreed to place an item in the next issue of the Community newsletter.

 

(b)   Fromebridge Lane was in a bad state with a number of potholes and mud on the road.

 

 

Cllr Speed reported:

(a)   Following an article in Local Council Review about flood prevention, consideration should be given to creating a strategy for this parish.  It was agreed to add this as an agenda item for the January meeting.

 

(b)   Following cuts to the budget for Community Policing, consideration should be given to this Parish Council writing to the local MP to state opposition. 

 

Cllr K Lewis reported:

(a)   Signs had been put up in the football field about dog fouling.  The football club did not know who had placed the signs.  It had not been the Parish or District Councils.  

 

(b)   A house in The Oval had a very high fence at the front of the property.  The Enforcement Officer had been notified and would be requesting the householder to make a retrospective planning application.

 

Cllr Price reported that the potholes outside The Top Shop have now been filled in.

 

The Chairman wished all Councillors a Happy Christmas and a prosperous New Year.  there being no further business the meeting closed at 9.25pm
