MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 3rd DECEMBER 2008

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

No matters were raised.

POLICE REPORT

PCSO Debra Hughes was unable to be present and had provided a written report. During the past month there had been a number of reported incidents – 2 x theft from motor vehicles, 2 x criminal damage, 3 x theft of stone items, 1 x burglary non-dwelling and 1 fatal incident at the landfill site in The Perryway. No information was provided on detection rates for any of these incidents.

Cllr Greenfield reported that three men seen acting suspiciously in the village had been reported to the police and had later been arrested in Slimbridge. The police encourage any similar sightings to be reported to them immediately.

Cllrs noted the contents of the Financial Update for October prepared by Cllr M Lewis.

(c) Other Finance

bulletStock fencing at extensions to St Mary’s Churchyard

The Church Warden had advised that quotes are being obtained for stock fencing on the east side of the extension. It was hoped to obtain a grant from Entrust although it was anticipated that there would be a shortfall of approximately £1000.

Proposal Cllr Alexander proposed that the sum of £1000 be paid over immediately to enable the work to go ahead.

bulletInsurance of Wooden Seats in the Village

Parish Council Insurers have quoted for insurance on 6 oak bench seats and two circular seats with an additional premium of £59.69. This would cover replacement and fixing. Cllrs wished to know if the seats would be covered by public liability and this information will be requested.

Cllrs did not consider a donation to this national organisation would be appropriate.

bulletUpdate on Village Hall request for Financial Support

Cllr Greenfield reported that the Village Hall Committee are awaiting a quote from Leyhill Working Parties for the work.

bulletPrecept for 2009/10

The District Council has been advised that this Council requests a precept of £13,540 for 2009/10.

140/08 FLOOD RISK ASSESSMENT

Cllr Speed had previously circulated a briefing note setting out the current position with regard to an assessment of the flood risk for the village. Cllrs considered this important subject warranted a separate meeting to enable a full discussion. It was therefore agreed to call a special meeting of the full Council on Wednesday 14th January 2009 to take this item forward.

The Chairman reported that the District Council had responded to the request for information about responsibility for drainage and watercourses. A meeting had been proposed between David Greenfield the Parish Watercourse Warden and Ian Kear the District Council Flood Risk Manager. It was thought that the District Council had prepared a map showing areas of non-tidal flood risk.

County Highways have also responded to the request for information about responsibility for drainage and watercourses and a meeting is to be arranged in the New Year to take this forward.

The Chairman reported that John Roberts has advised that he anticipates the work will be included in the next financial year.

bulletTraffic Lights at Junction of A38 and Perryway

A response is still awaited from County Highways.

bulletFromebridge Lane

Following a visit from the Police, the landowner had taken some action to clear the mud from Fromebridge Lane. Once the road is completely clear County Highways will be able to carry out the necessary patching to fill the pot holes.

bulletFrampton Stores Car Parking
    1. The drive entrance to Russell House is frequently blocked by cars parking on the tarmac area to the left of Frampton Stores, preventing local residents (including the doctor) from leaving their properties. Council was asked to consider how to stop cars parking on this small area. Various suggestions were put forward and it was agreed a Sub Group be set up to take this forward – Cllrs Howe, Clifford, Alexander and Price.
    2. The public car park to Frampton Stores is being used as a long stay facility by vehicles belonging to the adjacent businesses. This causes difficulty for shoppers wishing to use the car park at peak times. Cllrs agreed the Sub Group should tackle this problem.

bulletWaterside Living in Gloucestershire

A number of leaflets had been provided for distribution to those living alongside watercourses in the parish. A circulation list will be prepared in conjunction with Frampton Court Estate.

bulletPublication Scheme

Publication Schemes for parish councils are required to be updated by 31st December 2008. NALC have provided a template to be used. Cllr Speed agreed to take this forward on behalf of Council.

bulletInternational Tree Foundation

Cllr Alexander advised that the Foundation has agreed a grant of £200 towards tree planting in the Lagger at Glebe Close. Laurence Wood, the Parish Tree Warden, is to provide a detailed invoice to enable the payment to be made.

bulletStop the Drop

CPRE have provided details of an anti-litter scheme for parish councils. Cllr Price agreed to take this forward on behalf of Council.

145/08 CHAIRMAN’S ITEMS

bulletFootpath Warden

The Chairman was sad to report the death of Les Ball who had acted as Footpath Warden for the parish for many years. Cllr Alexander had written to his family on behalf of Council.

bulletDistrict Council Cleaning Services – Pilot Scheme

This Council has agreed to join with Whitminster to be part of the pilot scheme which will commence in 2009.

bulletRemembrance Day

Congratulations were expressed to the organisers and all who had taken part in the Parade and Service on the morning of Remembrance Sunday. The committee had once again organised an excellent event for the parish.

bulletYouth Football Ground

Mr Kim Wain from Whitminster Lane had advised Parish Council that the Youth Football Club had not carried out the full extent of landscaping as specified in their planning permission. This had been reported to the Enforcement Officer and his lengthy reply set out the various reasons why the District Council felt that it would be unwise to take any further action.

It was pointed out that Frampton Youth Football Club were affiliated members of the Frampton Community Association and the Chairman (as Vice Chairman of the Community Association) agreed to speak to the Club representative about a full planting programme for the ground.

146/08 ANY OTHER BUSINESS

Cllr Clifford reported the Internal Drainage Board are dredging the reens in the area of ‘The Old Narles’ on the west side of the canal. Work will commence on the east side in The Narles next year. Work is carried out on a 5 year cycle.

Cllr Howe advised that a number of the white wooden posts surrounding the War Memorial are rotten and damaged. Cllrs discussed various options for replacing the fencing or removing them altogether for a trial period. In principle Council would agree to cover the cost of replacing the fencing if this option was confirmed. This item would be placed on the Agenda for the January 2009 meeting to enable a full discussion.

The Chairman wished all Councillors the compliments of the Season and advised that the first meeting of 2009 would be on Wednesday 7th January. There being no further business the meeting closed at 8.41pm.
