MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 2nd DECEMBER 2009

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

None present.

POLICE REPORT

PCSO Tracey Ren gave an update on the crime in the parish for the month and advised of the new policy of COP – Community Orientated Policing, which gives the police powers of discretion when dealing with minor incidents.

NEIGHBOURHOOD WARDEN’S REPORT

Warden Phil Drew reported he had dealt with one minor neighbour dispute in Darrel Gardens and would be taking action to deal with graffiti in the bus shelter in Bridge Road. Cllr Speed congratulated Warden Drew on the comprehensive monthly report he provides which is much appreciated.

STROUD VALLEYS PROJECT

Nadine Smykatz-Kloss gave a presentation to inform Council about ‘Frampton Aggregates & Biodiversity’. The aim was to reduce the impact of aggregate extraction around Frampton on Severn by restoring and creating traditional landscape features, biodiversity habitat and wildlife corridors lost over time to extraction. SVP hoped to work with this parish council on projects such as removal of metal footpath signs and replacing with oak posts. They will give regular updates to the Community Newsletter to advise of proposed projects.

Whilst focused on the restoration of aggregate extraction sites, the targeted area extends from Longney to beyond Slimbridge and includes the Arlingham peninsula. As very substantial funds have been allocated to this work councillors need to consider possible projects which will benefit the community.

The Clerk will have copies of the presentation slides available for Cllrs if requested.

In the absence of Cllr Howe through illness, the Chair was taken by Vice Chairman Cllr Speed.

bulletHonoured Framptonian Board

Cllr Alexander had been unable to raise any funds to offset costs of preparing an Honours Board. In view of the high cost and at a time when the Council is intent on holding to the budget, it was agreed that Cllr Speed would update Cllrs on his thoughts on the design of an Honours Board to celebrate and record the achievements of Honoured Framptonians at the January meeting.

Council also discussed the very successful annual Bill Wood Award with its sub committee and clear terms of reference. Council reflected on the fact that terms of reference are not in place for the consideration of any future Honoured Framptonian Award, and questioned if rules should be drawn up and if nomination should remain the gift of the Council or opened to a more broadly based Sub Group.

As the Chairman was not present it was agreed to agenda further discussion to the January meeting.

141/09 PARISH COUNCIL INSURANCE

It was agreed to defer the item until the next meeting.

142/09 SHIPTON MILL APPEAL

Appeal Hearing at Ebley Mill. The Inspector had listened carefully to contributions from all parties and carried out a site visit. The result of the Appeal was expected by the end of January 2010.

143/09 LAKEFIELD SCHOOL

County Cllr Booth reported a meeting has been arranged for 10th December with representatives from this parish, Arlingham, Fretherne with Saul, the Chair of Governors and the Head teacher when the four options contained in the paper submitted by the County Council would be discussed.

144/09 SEVERN ESTUARY SHORELINE MANAGEMENT PLAN CONSULTATION

Cllr Howe had asked Cllr Speed to report. The proposed policy for the Frampton on Severn section was to hold the present line of defence which Cllr Howe felt was the only plausible policy. He felt however that the planners should be reminded of the concurrent responsibilities of the Environment Agency and British Waterways Board for the section of sea defence constituted by the Gloucester/Sharpness canal bank north of Splatt. Cllr Howe was asked to draft a formal response to the consultation which would be circulated to Council prior to submission.

145/09 COUNTY COUNCILLOR’S REPORT

bulletA38/Perryway Junction

The forthcoming County Council Estimates meeting will be asked about the allocation of funds to improve road safety at the A38/Perryway junction. This project is not included on the list for the next financial year. Cllrs were disappointed at this and considered the project to be of immediate priority as the junction has been listed as the second most dangerous junction in the Stroud district. County Cllr Booth was asked to enquire why the project had not been included in the present list.

Cllr Speed suggested, and it was agreed, that Council should write to Cllr Waddington prior to the Severn Voice meeting about the A38 junction so that he will be in a position to answer questions at the meeting. Content for the letter to be agreed at January’s meeting.

The Environment Scrutiny Panel will be asked to discuss the condition of the A38 and the situation of the blocked soakaway outside 10 The Oval as requiring urgent attention.

An announcement is expected from Government in January following the consultation about proposals for a Severn Barrage.

Minutes of the meeting held on 28th September were circulated. The next meeting will be hosted by Fretherne with Saul Parish Council and will take place in March 2010. Proposed agenda includes A38 problems.

148/09 CHAIRMAN’S ITEMS

County Highways had responded to requests for action to be taken with regard to the A38/Perryway junction, the drainage in Lake Lane and the flooding outside 10 The Oval. The responses were unsatisfactory on all three points and the Chairman will be asked to contact Cllr Waddington as the County Council Member with special responsibility for highways.

149/09 ANY OTHER BUSINESS

Cllr Wagstaff reported on an inconclusive meeting between the SDC planners and Mr Geoff Barron. Additionally, Council has managed the discussions to the point that it will now be possible for Mr Barron to contact Mr Skill and Mr Longmuir direct to continue the discussions. He has agreed to keep Parish Council informed of progress.

Cllr Greenfield reported flooding in the Denfurlong area which appears to be caused by tree roots blocking the drough. Cllrs were asked to consider asking the property owner to remove the trees.

Cllr Clifford reported:

    1. IDB have confirmed they will be carrying out ditching work at Splatt in the Parish Council car park.
    2. The ditch along the Perryway requires clearance and is on the County Highways waiting list. In the meantime FCE have tackled part of it as a temporary solution.

There being no further business the meeting closed at 9.15pm.
