MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 2nd FEBRUARY 2011  

 

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:  

Proposal for Housing Development

The Chairman explained that Mr Williams had asked Parish Council to consider his proposal to build 12 houses and a village hall on the site at the rear of Whittles Lane, The Street.  Unfortunately the paperwork had arrived too late to enable discussion at this meeting, but near neighbours to the site had been informed to enable them to consider their response.   

Mr Bourne and Mr & Mrs Tasker expressed strong opposition to the proposal.  Mr & Mrs Swingler had submitted written objections.  These comments were noted and would be kept for future reference.  

The Chairman stressed that the plans are only a proposal and no official application has been submitted to the District Council.  Until such time as official plans are received, Parish Council felt unable to discuss the scheme but considered that the proposals were of a nature that merited consultation with parishioners at a future meeting.  

POLICE REPORT

PCSO Debbie Flay advised that she would be moving areas and introduced PCSO Mark Lifton who was to be our dedicated officer.  There were a number of changes being made to personnel as from 1st April, but PC Kelly Akers would remain as our Beat Manager.   

PCSO Flay delivered four ‘No Dog Fouling’ signs for display in the parish and in response to an enquiry from the Chairman confirmed that there were to be no changes to the Mobile Police Station which would continue to visit the area twice a month as usual.   

PCSO Lifton reported there had been 10 reported incidents in the parish over the last month.  5 of these were down to one local youth who had been arrested and dealt with.   

Cllr Peacey said he had viewed the new website www.police.uk which showed Frampton-on-Severn as a low crime area.

 

MINUTES OF THE MEETING  

PRESENT

Cllrs Alexander, Baker, Clifford, Greenfield, Grist, Hutchinson, Peacey and Price, were present plus Lynn Ireland (Clerk) and 1 member of the public.

 

At this point in the meeting, the Chairman asked that condolences be recorded to Mr Duncan Morris on the death of his wife Rosemary.  Rosie had been a keen follower of Parish Council business and had often attended the meetings.

County Cllr Booth and Cllr Howe.  In the absence of the Chairman Cllr Alexander took the Chair.

 

14/11      DECLARATIONS OF INTEREST

None received.

 

15/11      PREVIOUS MINUTES

Minutes of the Meeting held on 5th January 2011 were approved as a true record and signed by the Chairman. 

 

Amendment to the November Minutes

It had been noted that Item 139/10 of the November 2010 Minutes had wrongly stated that a cesspit in the garden of The Old Post Office in The Perryway was to blame for causing a smell in the area.  Mr McDonald who has recently moved into the property has advised that there is no cesspit on the property and therefore the blame cannot be attributed to that.  Parish Council would like unreservedly to apologise to Mr McDonald for this error.

Cllrs agreed the works should be permissible and raised no objections.

 

(c)           OTHER  PLANNING

§          Review of Settlement Boundary

The District Council have asked that a review of the Settlement Boundary be carried out.  For the benefit of new Cllrs, the Chairman explained the purposes of the Settlement Boundary and background to its present delineation. It was agreed that a Sub Group be formed to take this forward – Cllrs Alexander, Grist and Hutchinson.

 

§          Proposal for Housing Development

As discussed in the open session before the meeting, Mr Williams has submitted plans to Parish Council proposing the building of 12 houses and a new village hall on a site at the rear of Whittles Lane in The Street. 

 

Mr Williams had asked for Parish Council comment prior to submitting an official application to the District Council.   Papers had been received too late to enable discussion at this meeting, although immediate neighbours to the site had been notified of the proposals to enable them to consider their response.

 

 Cllr Grist had been requested by parishioners in her Ward to provide answers to a number of questions relating to the site and its impact on the immediate area and the parish as a whole. 

 

It was agreed to add this as an Agenda item for the March meeting and Cllrs were asked to gather any information from parishioners to enable a full discussion of the proposal

 

§          Planning Open Day

Cllr Alexander and the Clerk had spent the morning with the Planning Department and were shown the process which planning applications go through before a decision is reached by the planning officers.  The session had proved to be very informative and it was felt it would benefit all Cllrs to attend.  The Clerk will request dates and advise Cllrs in due course.

At this point Cllrs authorised the Clerk to purchase two more Minute Books to ensure that the official record of parish business could be kept uniform and secure for future years.

It was noted that the grit bins would be located as agreed at The Surgery, Frampton Stores & Post Office and Oegrove Corner at Church End.  Salt has already been purchased.  Agreement had been reached with adjacent residents to act as keyholders and the bins would be maintained by Mr Tony Price.

(d)           Other Financial Matters

GAPTC invite parish council to “Putting your Budget in Perspective” an interactive session on how best to present financial information to your electors.

 

(e)           Finance Sub Committee

Members of the Sub Committee had met to consider whether any of the parish council assets could be removed from the insurance schedule and self insured.  A paper had been previously circulated putting forward a proposal for discussion.  After a full discussion Cllrs unanimously agreed to the proposal.

 

The remaining assets were discussed with a view to ongoing maintenance and it was agreed that Cllr Alexander would obtain quotes for cleaning of the War Memorial.

 

18/11      RECEPTION WITH MP

Neil Carmichael MP for the Stroud Constituency was hosting two Receptions for parish councils. The Clerk had circulated papers and Cllrs were reminded that the deadline for RSVP was 14th February.

 

19/11      TELEPHONE AT PARISH OFFICE

Costs of the telephone in the parish office were discussed.  The present BT basic line rental and calls amounted to approximately £70 a quarter.  Cheaper options were available and Cllrs Grist and Peacey will investigate an alternative.

 

20/11      HONOURED FRAMPTONIANS BOARD

Cllr Alexander advised that the board for Honoured Framptonians was now hanging in the Village Hall where it would remain on permanent display.

 

21/11      A38/PERRYWAY JUNCTION

Cllrs Alexander and Baker had attended a site meeting with Neil Carmichael MP, Cllr Stan Waddington and Mr Matthew Grist.  Cllr Waddington saw for himself the possible dangers at the junction and asked to be provided with further information.  Following the site meeting information dating back to October 2005 was sent to Cllr Waddington outlining repeated attempts by this parish council to persuade Gloucestershire Highways to add this junction to their Capital Works Programme. 

 

22/11      THE ROYAL WEDDING

It has been announced that there will be an additional public holiday to celebrate the wedding of Prince William and Miss Catherine Middleton on Friday 29th April 2011 .   Cllr Grist advised that a group from St Mary’s Church were arranging a Barn Dance to be held in The Wool Barn from 5pm-9pm on the wedding day.  Details will be publicised throughout the village. It was not known if any other community celebrations were being planned.

 

At this point, community celebrations for the 2012 Olympics were queried.  It was agreed to add these as items for discussion at the Annual Parish Meeting.

 

23/11      SNOW PLOUGH OPERATOR

Following the resignation of Mr Coole as the parish Snow Warden, Mr Tony Price had agreed to take over the role.  Contact details and equipment specifications would be recorded and passed to the County

Council.

 

24/11      PARKING PROBLEMS IN THE PARISH

§          Splatt Bridge

Cllr Clifford advised that the initial idea of using the field over Splatt Bridge as additional parking was now in doubt but would be further investigated.  It was hoped a solution to the parking problem could be found before the start of the wildfowling season in September.

 

§          Frampton Stores & Post Office

There are parking problems daily at Frampton Stores and the approach road.  In some areas The Green is being eroded by delivery lorries.  Vans from E.C. Merretts are often taking up the majority of spaces in the car park and customers to the shop are parking as and where they can.  It was difficult to find a solution which would benefit all users, but in the meantime, it was agreed to white line a small area of the car park adjacent to Russell House and Russell Cottage in an attempt to stop vehicles parking and blocking their driveways.  Cllr Alexander will arrange for this to be carried out. 

 

25/11      ANNUAL PARISH MEETING

The APM is to be held at 7.30pm on Wednesday 20th April.  Invitations had been sent to prospective speakers and to date confirmation had been received from Frampton Cricket Club and Wisma Mulia.

 

26/11      COUNTY COUNCILLOR’S REPORT

27/11      DISTRICT COUNCILLOR’S REPORT

No report.  

28/11      CORRESPONDENCE

§          Pinching Memorial Trust

The Trust is offering to fund First Aid demonstrations for people living and working within the area covered by the Trust.  The sessions are to be run by St John Ambulance personnel.   Cllrs Greenfield and Grist will investigate further and advise.  

§          Severn Voice Meeting

The next meeting of the Severn Voice Group of Parishes is to be at 7pm on Tuesday 22nd February at Longney School.  All Cllrs are encouraged to attend.  

§          Royal British Legion

2011 is the 90th anniversary of the Royal British Legion and they are planning a ‘Poppy Party Weekend’ on 10/12 June.  Mrs Denise Peacey is the Legion’s local representative and Cllr Peacey will pass her the paperwork to see if anything is to be arranged for this parish.  

§          Severnside Neighbourhood Co-ordination Meeting

The police SARA meeting is to be held at 7.00pm on Wednesday 9th February at Slimbridge Village Hall.   

§          Severn Trent Water Mains Improvement

Severn Trent were currently working in the Perryway to replace 650m of pipeline.  Work is expected to continue until 25th February.  

§          E.ON Central Networks

To help their customers to be prepared for a power cut, E.ON had provided a demonstration pack containing useful items a household should have during a power cut.  It was agreed to add this as an Agenda item for the APM and take the pack for display.  

§          Environment Agency – Managing Flood Risk

Booklets provided by the Environment Agency entitled ‘Managing Flood Risk on the Severn Estuary’ were circulated and Cllrs were encouraged to complete and return the accompanying questionnaire. Cllr Grist advised that the EA Website had much clearer maps and fuller information which could assist with the completion of the questionnaire.  

For the benefit of new Cllrs, Cllr Alexander gave a background to the problems in this parish going back many years.  It was very important that the parish was accurately portrayed by the EA as this impacted on house insurance in the area, and it was hoped that a public consultation would follow from this current round of discussion.  

§          Miscellaneous

Various papers and publications were made available for Cllrs’ perusal.  

29/11      ANY OTHER BUSINESS

Cllr Hutchinson reported he had attended the recent meeting of the Western Canals Consultative Group.  The Group were interested in purchasing a small parcel of land in Whitminster Lane, adjacent to Walk Bridge.  

The Clerk reported that the Grade 11 Listed telephone box in The Street was badly in need of repainting.  It was agreed to investigate a paint source to enable the work to be carried out.  

Cllr Greenfield reported areas in The Street are badly affected by dog mess.  It was hoped the new ‘No Fouling’ signs would encourage dog owners to clean up.  

Cllr Peacey

(a)     Asked if an additional grit bin could be purchased for location on the corner of Bridge Road and Whitminster Lane.  This junction suffered badly in icy weather and the garden wall of Top o’ the Green had been badly damaged on two occasions.

(b)     The sharp bend in Whitminster Lane adjacent to Packthorn Farm was another dangerous area and a number of cars had ended up in the ditch over recent weeks.  This area was part of Whitminster Parish Council.

(c)     The resident of Badger Cottage has been contacted by the District Council.
