MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 6th JANUARY 2010

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

POLICE REPORT

PC Kelly Akers was unable to be present and had provided a written report. There had been a number of incidents over the past month mostly minor. Cllr Clifford commented on the most serious incident. A body had been found in the lake at Denfurlong on FCE land. The Police had proved to be very unhelpful in communicating the situation to FCE which would have enabled any questions from worried parishioners to be answered. Cllr Clifford had written to the police to raise his concerns. Parish Council would report this lack of communication to the new Chief Constable.

Cllr Greenfield advised the neighbour to the north side would be objecting to the application on the grounds of loss of light. After consideration Cllrs agreed to support the application under Policy HN16 but to reinforce the concern of the neighbour.

Cllr Howe advised there were no objections from neighbours, although those to the north were concerned about the inclusion of a window in the revised plans. Cllrs agreed to support the application under Policy HN16 but to request obscure glass in the window on the north elevation.

It was agreed to defer the item until the next meeting.

6/10 HIGHWAY MATTERS

bulletBlocked Soakaway outside 10 The Oval / Culvert at Lake Lane

The Chairman confirmed a meeting would be arranged with Mr Portlock to discuss action to be taken on both these situations.

bulletFlooding at Church End

The tree roots had been cleared from the drough and the immediate problem of flooding has been alleviated. However, The Watercourse Warden was still concerned about the future of flooding in this area and suggested that the trees be removed and the roots completely dug out. Mr Phil Coole has offered to carry out this work if required.

The Chairman and Cllr Alexander will draft a letter to Cllr Waddington setting out concerns from this Parish. This will enable Cllr Waddington to prepare answers before the Severn Voice meeting in March.

Cllr Speed suggested Cllr Waddington also be asked if he is happy with the performance of Atkins, and Cllrs agreed to add this to the list of questions to be raised at the Severn Voice meeting.

7/10 HONOURED FRAMPTONIANS HONOURS BOARD

Cllr Speed circulated his draft design for an Honours Board to commemorate the Honoured Framptonian Award. It was agreed that a small group be set up to discuss (1) the future of the Award, and (2) the criteria for making the Award. After discussion it was agreed that an informal meeting of all Cllrs would take this forward.

8/10 COUNTY COUNCILLOR’S REPORT

County Cllr Booth was not present and the Chairman gave an update on the situation regarding admissions to Lakefield School. Those present at the arranged meeting had not wished to support any of the three options put forward by the County Council and the outcome of the meeting was therefore undecided. A further meeting would be arranged.

The District Council had been emailing regular updates regarding delays and cancellations of their service due to the snow and ice.

The West TV region started switching to digital TV on 24th March 2010. Assistance is available to community groups to explain the procedure.

The MPS visits to this parish were to be on 1st and 16th February 2010 in Frampton Stores car park.

11/10 CHAIRMAN’S ITEMS

bulletFrampton Aggregates & Biodiversity

Following the presentation given to Council at the last meeting, Cllr Clifford reported that tree planting was underway in the parish, although the present weather conditions had meant a delay. The Chairman agreed to contact Stroud Valleys Project to suggest they submit an item for the next issue of the Community Newsletter to advise the community of the work they are planning to carry out.

bulletAnnual Parish Meeting

The APM will be held on Wednesday 24th March 2010. After discussion it was agreed to invite presentations from Lakefield School and the Youth Football Club.

bulletSevern Estuary Shoreline Management Plan

The draft response prepared by the Chairman had been agreed by Cllrs and was now confirmed to be submitted to the consultation.

12/10 ANY OTHER BUSINESS

Cllr Clifford reported that the IDB have carried out the first phase of work at Splatt. The culvert under the highway has been exposed and the need for any remedial work could now be investigated.

Cllr Price reported that the installation of the ground source heat pumps had been problematic and the District Council had employed a new company to continue the work.

There being no further business the meeting closed at 8.54pm.
