MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 1st JULY 2009

Subject to approval at the September Meeting

 

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

bulletPlanning Application for The Vicarage, The Street

Mrs Joan Greenway, Mr Tim Greenway and Mr Frank Mitchell all expressed concern about the plans submitted by the Diocese to demolish the existing vicarage and build three houses on the site. In particular the future of the important trees on the plot, especially the Hornbeam on the boundary with The Street, was questioned.

The Chairman advised that he had spoken to the District Council Tree Officer who was aware of the proposed works.

Cllrs supported concerns for the trees and would take the comments into consideration when discussing the planning applications later in the meeting.

Applications for Perryway Garage and Kingselm - Cllrs were disappointed to note that the District Council had not taken note of the objections raised by Parish Council. The Chairman was asked to contact David Hagg to reinforce his commitment that Planning Officers would consult the Parish Council on applications where Parish Council and Planning Officers disagree, and explain why they did so.

The application was supported under Policy HN16. The plot size is large enough to accommodate the extension and the size and design of the extension are appropriate in the context and do not have an adverse impact on the wider setting. The extension will have no significant impact on the availability of space for car parking in line with the Council’s parking standards.

It was agreed that the two applications for The Vicarage could not be separated as they were so closely linked and therefore Cllrs discussed the two applications together.

Representations received prior to the meeting from parishioners were noted and taken into account.

During a lengthy and detailed discussion the following points were noted:

bulletCllrs regretted that the Developer had not consulted with Parish Council on plans for this site within the Conservation Area.

 

bulletThe proposals are contrary to Policy BE4 of the Local Plan – Council does not consider the condition of the present building is such that the cost of repair and maintenance outweighs the value derived from its continued use.

 

bulletThe proposals are opposed under Policy HN8 of the Local Plan – the proposed housing is not of a scale appropriate to this area. The provision of smaller and more affordable houses would be more desirable.

 

bulletThe applications conflict with Policy 8.8 and Policy 1.4 of the Frampton Parish Plan which encourages new development to include a range of sizes and types of houses.

 

bulletIt was considered the opportunity should be taken to widen the existing access to The Old Vicarage Nursing Home to enable easier access in an emergency.

 

bulletIt is vital that any development is properly conditioned and monitored to ensure that no damage is done during the work to any of the important trees on the site, particularly the large Hornbeam on the boundary to The Street.

 

bulletThe applicant does not specify what type of materials are to be used for the replacement dwellings. In a Conservation Area it is essential to advise these details to enable approval.

 

bulletThe paperwork submitted by the applicant contains a number of errors, which unfortunately gives no confidence in their ability or integrity.

 

Cllrs voted unanimously to oppose the application for demolition and therefore also the application for the replacement dwellings.

It was agreed that the two applications for The Vicarage could not be separated as they were so closely linked and therefore Cllrs discussed the two applications together.

Support

Cllr Alexander declared a non-prejudicial interest and took no part in the discussions.

The application was supported under Policy HN16 of the Local Plan in that the plot size is large enough, the height, size and design are in keeping. Policy BE6 applies as the extension is appropriate in the Conservation Area and will preserve the various views. The proposals are acceptable under Policies 8.9, 8.10 and 8.18 of the Frampton Parish Plan.

The application was supported under Policy HN16 of the Local Plan in that the plot size is large enough, the height, size and design are in keeping. The proposals are acceptable under Policies 8.9, 8.10 and 8.11 of the Frampton Parish Plan.

bulletPlanning Applications

Cllr Speed expressed concern that on occasion the Planning Officers continued to go against Parish Council advice when deciding on planning applications. The District Council had previously stated that a planning officer would be allocated responsibility for an individual area and that this officer would build up relationships with the parish council and acquire local knowledge to assist with decision-making. This did not seem be happening and it was suggested that David Hagg be asked to attend a meeting when this requirement could be reinforced. Cllrs unanimously agreed the Chairman should write to David Hagg to take this forward.

bulletRoadside Signs

Cllr Alexander raised the problem of the proliferation of signs for various businesses now appearing on The Perryway and suggested this should be reported to the Enforcement Officer.

(b) Financial Update

Cllrs noted the contents of the Financial Update for June prepared by Cllr M Lewis. The reference to timber works in the Glebe Close lagger was not clear and this would be checked with Cllr M Lewis.

(c) Other Finance

bulletParish Council Audit 2008/09

The Internal Auditor has completed the Audit Return and this has now been submitted to the External Auditors.

88/09 PARISH COUNCIL INSURANCE

The Chairman had still to discuss this issue with the RFO and it was agreed to defer this item until the next meeting.

89/09 BUILD-OUT IN BRIDGE ROAD

The Chairman reported that a number of parishioners were unhappy with the new traffic calming build-out in Bridge Road and were concerned that this was causing more of a hazard both for pedestrians and traffic. Cllr Alexander agreed to discuss the possibility of clearer signage and white lining with County Highways and County Cllr Booth will support this request. It was suggested that a police presence be requested at key times to assess how traffic was negotiating the build-out.

90/09 SEVERN ESTUARY COASTAL GROUP

Mr Roger Bagley had been unable to attend the meeting and the Chairman advised he will study the paperwork and take this forward on behalf of Parish Council.

91/09 GLEBE CLOSE LAGGER

The Chairman proposed a letter be sent to residents living adjacent to the lagger in Glebe Close setting out the ownership and maintenance schedules planned for future upkeep of the new planting in the lagger. Cllrs unanimously agreed this action.

92/09 COUNTY COUNCILLOR’S REPORT

Basil Booth reported:

Lakefield School – The children from Arlingham and Saul who had been allocated school places out of the area have now been offered places at Lakefield School. Although this was a satisfactory outcome, future admissions to the school would have to be considered. The Chairman reported he has spoken to the Head teacher who advised there will be no additional financial support from the county budget. After discussion, Cllrs requested County Cllr Booth arrange a meeting between the County Education Officer, Lakefield School, County and Parish Cllrs.

A38/Perryway Junction – this project is on the agenda for discussion with County Highways later this month and concern over the delays with implementing the project will be raised.

bulletFrampton Village Hall

The committee have been unsuccessful in their for funding from Awards for All for the planned project for the new window and general refurbishment to the Village Hall. However, they will continue to fundraise to enable the works to go ahead.

bulletHighways & Transport Seminar 2009

The County Council are proposing to hold the annual Forum for District and Parish Cllrs in October on either the 8th, 15th or 22nd October. Cllrs were asked to note the dates and would be advised as soon as a definite date and agenda was set.

bulletRural Housing

GAPTC are encouraging parishes to submit evidence to the Commission for Rural Communities. The Chairman agreed to take this forward on behalf of Council.

bulletMobile Police Station

Dates for the MPS visits to this parish were noted – 6th and 20th August. PCSO Paul Bowman will park the vehicle in Frampton Stores car park.

Various papers and publications were made available for Cllrs’ perusal.

95/09 CHAIRMAN’S ITEMS

bulletProposal for Car Park in Phillimore Gardens

Mr Richard Wathen is in discussion with the District Council about the possibility of additional car parking in Phillimore Gardens and is copying Parish Council into correspondence.

bulletBaccabox Footpath

The County Council have completed work to create the new footpath and will submit an invoice to Parish Council for payment of £196. Cllr Price advised that the clearance work was unsatisfactory with large tree stumps and rocks left. The Chairman agreed to contact Jaci Harris to request additional clearance work.

A38/Perryway Junction

County Cllr Waddington’s response to Parish Council’s letter had been unsatisfactory and the Chairman and Cllr Alexander agreed to liaise to compose a suitable reply.

96/09 ANY OTHER BUSINESS

Cllr Wagstaff reported:

    1. She will request an update from Tompkins Barron about progress with their discussions with the District Council for affordable housing on the Old Tennis Court site in Lake Lane.
    2.  

    3. The untaxed Landover is still parked in the public car park at Splatt Bridge. Cllr Alexander agreed to take this forward with the Police.

 

Cllr Clifford reported:

    1. The waterlogged footpath which forms part of the Severn Way west of the Gloucester/Sharpness canal, had been discussed at a site meeting with Jaci Harris and a solution is being developed.
    2.  

    3. The IDB will be dredging the ditch on the Splatt Bridge car park. This work may reveal that the culvert under the road requires maintenance.

 

Cllr Price reported:

    1. The mobile fish & chip wagon has been causing considerable traffic problems when it parks outside Elgar House.
    2.  

    3. There are continued problems with vehicles parking on the pavement in The Street.
    4.  

    5. There is a problem with litter on the school playing field. The Chairman advised this is the responsibility of the school and he will take this forward with them.

 

Cllr Greenfield reported:

    1. Mrs Bateman from The Street has a problem with a blocked drain outside her property.
    2.  

    3. A property in The Street has planted a hedge right on the boundary line of the property. It is thought that as this grows to maturity it will cause considerable obstruction to the footpath. Unfortunately there is no action Parish Council can take.

 

The Clerk reported that complaints had been made about the ‘dress code’ of members of the Cricket Club during a recent friendly match played on the pitch outside The Bell Inn. It was agreed a letter should be written to the Club to raise this concern.

 

The Chairman advised that the next meeting of Parish Council would be on Wednesday 2nd September. Cllrs were reminded that prior to the meeting the Garden Competition Prizes would be presented and Cllrs were asked to attend at 7.00pm.

 

There being no further business the meeting closed at 9.27pm.
