MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 3rd JUNE 2009

Neighbourhood Warden

Kaz Elliott has been appointed as the Neighbourhood Warden for this parish and surrounding areas. She has been a Warden for the past five years working mainly in the Dursley area. She will provide a monthly report of her activities in the community.

Police Report

PCSO Shane Reynolds reported there had been 1 theft from a motor vehicle and one non-dwelling burglary. There had been one violence offence and an arrest had been made.

Cllr Clifford expressed thanks to the Police for the assistance given to FCE concerning young people trespassing at the sailing lake. The Chairman confirmed that Parish Council would support Frampton Court Estate and the Sailing Club in any action they planned to deter this from happening.

Cllrs Clifford, Greenfield, Howe (Chairman), K. Lewis, M. Lewis, Speed and Wagstaff were present plus District Cllr Smith and Lynn Ireland (Clerk) and 1 member of the public.

Cllrs Alexander and Price, County Cllr Booth. It was noted that Cllr Lorna Price was in hospital and Cllrs wished her a speedy recovery following her operation.

Cllr M Lewis reported no objections from neighbours. Cllrs agreed the site was large enough to accommodate the extensions and that the proposals were entirely in keeping with the area. Cllrs unanimously agreed to support the application under Policy HN16.

It was noted that a new fence has been erected at the front of the property and Cllrs were unsure if this would require retrospective planning permission. The Chairman agreed to investigate and report his findings.

Building works were being undertaken at the property and vehicles were causing problems for traffic in Lake Lane. The Chairman will investigate and report his findings.

bulletParish Council Audit 2008/09

The Internal Auditor has checked and confirmed the Audit Return and this will now be signed by the RFO and the Chairman and submitted to the External Auditors.

bulletParish Council Insurance

The insurance cover was discussed and it was agreed to add this item to the Agenda for the July meeting to enable a decision to be made about any required increase in cover.

75/09 BACCABOX FOOTPATH

The Chairman confirmed he believed all the legalities are now complete and work to make up the new footpath has been carried out by the County Council. Parish Council agreed to pay one half of the ground works (Minute 63/09) and a final amount is awaited. It is understood this will be less than anticipated. County Officers will only provide a stile if this is particularly requested and Cllrs felt this decision was satisfactory.

Cllr Clifford considered future maintenance of the new footpath should be considered and it was agreed to request John Goulding to include this in his duties as Parish Handyman. Chairman/Cllr Price to take this forward.

76/09 LAKEFIELD SCHOOL ADMISSIONS

The Chairman reported that this year there are insufficient places available at Lakefield School to allow a number of local children to be allocated places. He believed there were 6 children from Arlingham, Fretherne and Saul who had been allocated places at other schools. The Chairman had met with representatives from the Parish Councils, the Chair of the school Governors, the Head teacher and local MP David Drew to try and find a solution to the problem, and it was agreed to arrange a meeting with the County Director of Children & Young Peoples’ Services (Ms Jo Davidson). In the meantime the Chairman had written to Ms Davidson to stress the importance of local children attending local schools. A response is awaited.

78/09 HIGHWAYS

bulletBuild out in Bridge Road

The Chairman reported the traffic calming build-out has now been constructed adjacent to the telephone exchange in Bridge Road. It is hoped this will slow traffic speeds along Bridge Road and enable pedestrians to cross the road in safety. A resident from Framilode has complained to Parish Council that the build-out is inappropriate and unnecessary. The Chairman will respond to him to explain the benefits.

There was traffic chaos in Bridge Road last week when a number of Tall Ships travelled along the Canal to Gloucester Docks. Sightseers parked cars all along Bridge Road leaving only one lane available and that, combined with the new build-out, meant vehicles were at a standstill and unable to pass. A number of local residents were severely inconvenienced and wondered if the event organisers should have arranged for policing along the route.

80/09 DISTRICT COUNCILLOR’S REPORT

District Cllr Smith reported that at the recent Annual Meeting he had been re-elected as Chair of the Licensing & Regulation Committee and also to serve on the Standards Committee.

Following the resolution agreed at the Severn Voice meeting, Arlingham Parish Council have provided a copy of the letter they have submitted to Cllr Waddington in support of requests for action to be taken to create either traffic lights or a roundabout at the junction.

bulletSevern Estuary Coastal Group

A meeting is being held on Monday 8th June to discuss management of the shoreline and risks from erosion and flooding around the Severn Estuary. Roger Bagley has agreed to attend to represent Parish Council.

bulletSARA Plans

The recent Neighbourhood Co-ordination Panel Meeting had agreed two Plans (1) to address the issue of vehicles speeding along The Green and Parking along The Street, Frampton on Severn, and (2) to address the issue of anti-social youths drinking in the Pavilion Field, Whitminster.

GRCC are preparing a database of all the Parish Plans in the county, which will be available on their website...grcc@org.uk. Details have been submitted of the Frampton Parish Plan and will be available on the database shortly.

bulletCompello Consultancy Services

Neil Cavanagh has advised that the company has ceased trading and moved out of their Frampton office. However, he has started a new business and will be available to parishioners for any computer enquiries.

Dates for the MPS visits to this parish were noted – 1st and 20th July. PCSO Paul Bowman will park the vehicle in Frampton Stores car park.

82/09 CHAIRMAN’S ITEMS

bulletCar Park in Ann Wicks Road

Following a concern raised by a parishioner at the Annual Parish Meeting, arrangements have been made for Mr Roy Preece and two other volunteers to carry out the work to clear away the overgrown shrubs and generally tidy up the boundary area. The District Council have agreed to collect the debris. Cllrs agreed that Mr Preece and his team would be covered under Parish Council’s insurance for the duration of the work.

bulletLagger in Glebe Close

Following planting of the new hedge in the lagger there have been some problems with maintenance. It was agreed that John Goulding would be asked to liaise with Laurence Wood before working out a clearing schedule. Cllr Price will be asked to take this forward on her return to work.

83/09 ANY OTHER BUSINESS

Cllr Wagstaff reported there is still a problem with vehicles parking inappropriately at Splatt Bridge. The signage is not working and boat owners continue to park on the roadside and in the public car park rather than use the car park provided for them by British Waterways. It was also noted there are a number of untaxed cars in the BW car park and an apparently abandoned vehicle. Cllrs felt this situation was unacceptable and it was agreed to write to BW in strong terms requesting they take action to stop the misuse of their car park and to request boat owners to be more considerate when parking their vehicles.

Cllr K Lewis reported a parishioner had made a request that a Dog Loo Bin be placed midway along The Green. The Chairman explained Parish Council’s policy for not providing bins was to try and encourage dog walkers to take their litter home for disposal.

Cllr Clifford reported:

    1. The flap on the rhine west of the canal north of The Pill is faulty. The EA argues that it is not the Agency’s responsibility since it is on the seaward side of the sea-defence. IDB have agreed to carry out the work.

    3. It is understood the Diocese of Gloucester are putting in a planning application to demolish the present Vicarage and build 3 houses on the site. There is no allowance for affordable housing on the site and Cllrs felt this should be stressed. The Chairman will take this forward.

    5. The ditch at Splatt between the Bridge House and the Parish Council car park requires cleaning. There is some debate as to who is responsible for the work but BWB has agreed to fund 50% of the cost as a one-off gesture, the work to be carried out by the IDB. FCE had agreed to dispose of the wastes arising. Cllr Clifford observed that once the work had been done, the state of the highway culvert might be revealed as requiring attention – he believed this to be the Highway Authority’s responsibility.

Cllr M Lewis reported that the District Council had requested that recycling be sorted into plastic bags to ease collection. He considered this would appear to defeat one the main objectives of recycling which was not to use plastic bags. Cllrs agreed to raise this with the District’s Recycling Officer.
