MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 3rd MARCH 2010

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

Mr Philip Harvey, Avalon, The Street

A Planning Application for a rear extension had been submitted to the District Council. Mr Harvey had discussed the plans at length with the Conservation Officer and Planning Officer and they confirmed that the present flat roof on the dormer must remain and cannot be changed for a pitch to match the new extension. Mr Harvey hopes that Councillors will support his application.

POLICE REPORT

PC Akers was unable to be present but had provided a written report. In the last month there have been some minor incidents reported and operations have taken place in the INA involving vehicles checks.

Cllr Wagstaff confirmed there were no comments from neighbouring householders. The comments made prior to the meeting were noted and Cllrs unanimously agreed to support the application under Policy HN16.

Cllr Clifford confirmed a neighbour had expressed concern about loss of light and the applicant had subsequently amended to plans to lower the pitch of the extension to the rear. This was not visible from the front of the property. Cllrs voted unanimously to support the application under Policy HN16 although the comment should be made that the use of plastic upvc windows was regretted.

Enforcement action has been authorised under Section 225 of the Town & Country Planning Act 1990 for removal of the signs.

Enforcement action has been authorised under Section PPS1 of the Stroud District Local Plan in respect of the wooden fence to the front of the building.

The District Council have provided copies of the presentation slides "Alternative Strategies Consultation" given at the Forum meeting.

(b) Baccabox Footpath

The Chairman reported he had met the Footpath Officer on site. Central Networks had laid a cable at Baccabox but had not kept to the agreed line and used the line of the footpath instead. Although this means the footpath is now clear and usable, the County Council will endeavour to get compensation from Central Networks for the unauthorised change of line.

Cllrs agreed the cheque for Gloucestershire County Council could be redrawn and the invoice paid (see item 100/09).

(c) Financial Update

The Financial Update for February 2010 was not available. The Chairman confirmed there were no outstanding matters which required attention.

(d) Other Finance

Audit – Mr Iain Selkirk offered his services as Internal Auditor for the 2010 audit. Cllrs agreed unanimously in accordance with best value principles to accept.

31/10 COUNTY COUNCILLOR’S REPORT

County Cllr Booth was unable to be present but had asked the Chairman to report that the County Council officers had informed him that there was no problem with the number of admissions for Lakefield School for this year. The Chairman was concerned for the longer term and the situation will be closely monitored.

32/10 DISTRICT COUNCILLOR’S REPORT

No report.

33/10 CORRESPONDENCE

bulletPolice Report

Sgt Harrison had responded to the Chairman’s enquiry regarding the incident outside Frampton Stores on Saturday 6th February. The police were in attendance to arrest a suspect in connection with a crime unconnected with Frampton. PC Akers had been asked to speak to the postmistress to explain and reassure her.

The County Council have provided posters explaining the policy for fixing the many potholes in the district.

bulletSevernside Neighbourhood Coordination Group

The Clerk had attended the meeting and reported the SARA plans for the next three months would be:

bulletto reduce theft from and theft of motor vehicles in Severnside.
bulletCore Strategy Consultation

A public exhibition had been held in Frampton on Severn. The next event will be held at Whitminster Village Hall at 6.45pm on Monday 8th March. The consultation can also be completed on-line.

bulletGRCC Field Officer

GRCC have advised that Angela Burlow has left GRCC and in the meantime Elin Tattersall will be Acting Field Officer for this area.

bulletRoad Closure

School Lane Hardwicke will be closed at Sellars Bridge from 8th to 12th March to permit repairs to the bridge.

bulletNeighbourhood Warden

Phil Drew had submitted his report for the month of January 2010.

bulletMobile Police Station

The MPS visits to this parish were to be on the 3rd and 7th April 2010 in Frampton Stores car park.

34/10 CHAIRMAN’S ITEMS

bulletAnnual Parish Meeting

The APM will be held at 7.30pm on Wednesday 24th March in the Village Hall. Reports will be presented by Fiona Arnison, Lakefield School and Ian Palmer, Frampton Youth Football Club.

bulletSevern Voice Meeting

The meeting is due to be held at 7.30pm on Wednesday 24th March at Saul Village Hall. The Chairman regretted the clash of dates with our own APM and advised that it was important that this Parish Council be represented at the Severn Voice Meeting. Cllr Waddington had been invited to attend Severn Voice to answer questions about the lack of progress in the implementation of traffic calming measures at the A38/B4071 Perryway junction. Cllrs Alexander and Greenfield had agreed to attend to represent this parish.

Cllr Speed suggested that in the event that Cllr Waddington did not attend Severn Voice meeting he should be invited to attend a meeting of this Parish Council.

bulletParish Council Insurance

The Chairman agreed to meet Cllr Clifford to discuss Council’s level of insurance cover.

35/10 ANY OTHER BUSINESS

Cllr Wagstaff reported:

    1. She had attended a Severn Vale Project working party and had been impressed with the standard of work and the knowledge of the organisers. She will prepare an item for the next issue of the Community Newsletter.
    2. She had passed details of Bayhill Developers to Mr Barron to enable them to discuss possible sites for affordable housing in the village.

Cllr Greenfield reported that the Technology Exhibition at Lakefield School had been an excellent event and congratulated the school.

Cllr Clifford reported:

    1. The Environment Agency have agreed to check the pollution of the ditch in Baccabox.
    2. The Cider Race will be held in the village on 12th July.
    3. Frampton Court Estate now has the facility to provide woodchip and dispose of Leylandii in connection with the Stroud Vale Project.

Cllr Price reported:

    1. That the school field is badly littered and suggested the School/PTA be asked to rectify this
    2. An area in Bridge Road adjacent to the new build-out was very muddy and the road sweeper was requested to clean.

There being no further business the meeting closed at 8.45pm.
