MINUTES OF THE MEETING HELD IN THE VILLAGE HALL ON WEDNESDAY 2nd JULY 2008  

 

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS:

There were no matters raised.  

POLICE REPORT

PCSO Liz Ward reported there had been no reported crimes this month.  Arrests had been made following a break-in to outbuildings at Frampton Stores.  Work to take forward the SARA plans has included speed checks and a check on parking in The Street but no problems had been found.  Regular checks are being made to assess antisocial behaviour at bus stop in Bridge Road and so far no problems have been found.  Training sessions for SARA plans are being held on the 7th and 8th July at Police HQ.

MINUTES OF THE MEETING

 

The Chairman reported the death of former Parish Councillor Ivor Meyrick who served on the Council from 1986  to 1998 and played an active part in many aspects of the life of the community.  Members of the Parish Council wished to record condolences to his wife and family.

89/08      PREVIOUS MINUTES

(a)           The Minutes of the meeting held on 4th June 2008 were approved as a true record. The Minute Book is with the Auditors and the Chairman will sign the Minutes at the next meeting of the Council.

 

(b)           Minutes of the Risk Mitigation Meeting held on 3rd June 2008 were amended to correct two minor typing errors and were then approved as a true record.

 

90/08      COUNTY COUNCILLOR’S REPORT

County Cllr Booth reported:

§                 Planning Application for Cullimore’s at Middle Field, The Perryway

A meeting between Mr Cullimore and Planning and Highways Officers had been held earlier this week and the results are awaited.  Plans for after-care of the site are still to be advised.

§                 A38 /The Perryway Junction

Costs of traffic lights would be in excess of £1M. As a result of the huge cost of last year’s flood damage all capital schemes are on hold at present.

§                 Wicksters Brook

Mr Perry of The Environment Agency has confirmed they are looking at what action they can take.  Parish Council will be advised.

§                 Highways

Any problems with the services provided should be reported to John Roberts.

 

At this point Cllr Clifford advised Council that Central Networks are carrying out works on The Green and have exposed the drough at the south end.  The opportunity will be taken to make an inspection of the drain in The Street and Frampton Court Estate will be meeting with Highways Officers to take this forward.

Cllr Greenfield reported there were no neighbouring properties to be affected by the application.

Cllrs were in favour of reuse of redundant farm buildings – Policy EM8.  The design is appropriate and would appear to enhance the appearance of the area – Policy BE3.  However this residential unit does not seem to be for use in connection with tourism – Policy EM9.  The application is for an area outside the settlement boundary and Cllrs regretfully decided to object.

Cllrs voted 4 in favour with one abstention to oppose to the application.

Cllr Greenfield declared a non-prejudicial interest as a near neighbour. 

There were no neighbouring properties that would be affected by the application. The plot is large enough for the extension and the design is in keeping with the area.  The extension is entirely invisible from the road frontage and unobtrusive from other angles.

Cllrs agreed unanimously to support the application under Policy HN16.

Cllrs noted the contents of the Financial Update for June prepared by Cllr M Lewis.

Audit – The Internal Auditor has approved the audit papers, which will now be submitted to the External Auditor.

VAT – a refund of VAT has been notified in the sum of £244.75.  

93/08      NEBROW HILL OAKWOOD

Mr Michael Williams has submitted an update report on the Oakwood.  He is concerned about general litter and irresponsible dog owners spoiling the amenity.  Cllrs sympathised with these concerns and instructed the Chairman to respond on behalf of Council to record their appreciation of the valuable community facility which Mr Williams has created and their hope that villagers would continue to be able to enjoy it.  

94/08      EMERGENCY PLAN  

Cllr Price reported that the Emergency Plan is progressing and requested any amendments or updates be passed to her for inclusion.  

95/08      AFFORDABLE HOUSING

Cllr Wagstaff reported the meeting with Mr Geoff Barron of Tomkins Barron when he presented proposals for a housing development on the site of Old Tennis Court.  The proposals contained a minimum of affordable housing and it was known from earlier conversations with Jon Shaw that the District Council would not be agreeable.  A meeting will be arranged with Jon Shaw to take this up with him.  

96/08      CAR PARKING AT FRETHERNE BRIDGE

The Chairman reported that Arlingham Parish Council are to organise a joint meeting when discussions could take place to find a solution to the problem.  Severn Voice has been asked to add this to the Agenda for the next meeting.  

97/08      DISTRICT CLLR’S REPORT

The Chairman reported District Cllr Norman Smith is unwell and undergoing hospital treatment.  Cllrs sent their best wishes.

 

District Cllr Smith has investigated the possibility of grants for car parking from the District Council but there is no budget available.  There was a possibility that the Regeneration Budget may be able to provide some funding and the Chairman will discuss this with Krista Harris.

This will now go to Cabinet at the District Council in October 2008 and then on to full Council for approval.

§                 Severn Voice

Minutes of the meeting held on 19th March 2008 were circulated to Cllrs.  The date of the next meeting is to be advised.

§                 Standards Committee

The District Council have a vacancy for a Parish Councillor representative on the Standards Committee. 

§                 Maintenance of Watercourses, Drainage, etc

Responses are being received to enquiries made by Parish Council and the Chairman will collate replies and advise Cllrs in due course.

§                 Miscellaneous

Various papers and publications were made available for Cllrs perusal.

 

99/08      CHAIRMAN’S ITEMS

§                 Recycling

The Chairman reported that the Cardboard Recycling Banks were extremely large – taking up at least 3 car parking spaces.  Therefore it was not considered suitable for this parish.

§                 Honoured Framptonian

The wording of the citation had been checked and a framed copy would be prepared.  Cllrs agreed a simple Honours Board would be displayed in the Village Hall with the citation alongside.  The Chairman would discuss the project with Cllr Speed.

§                 Parish Council Minutes for April 2008

An alteration was requested to the April Minutes as follows:

100/08   ANY OTHER BUSINESS

Cllr Clifford reported:

(a)   Severn Trent contractors will be diverting the sewer from Whitminster through to Frampton.  They are now looking at a route which will take works along the Perryway.  It is undesirable that the road surface of The Perryway is damaged.  FCE will be looking for betterment when the works are carried out.

(b)   Central Networks are working on The Green to take cables underground.  

Cllr Price reported:

(a)   A resident has reported concern that the ditches at Splatt need to be cleared.  Cllr Clifford will raise with the IDB.

(b)   The post and rail fence at the Post Office car park has been broken.  The refuse collectors may have done this and the District Council have been contacted.  FCE will carry out repairs.

(c)           Following the resurfacing of the roadway adjacent to Frampton Stores an additional area has been tarmaced.  Cars are now parking on this area and blocking the footpath.

  The Chairman reminded Cllrs that there was no meeting in August and the next meeting of Parish Council would be on Wednesday 2nd September. There being no further business the meeting closed at 9.03pm.
