VILLAGE GARDEN COMPETITION

Cllr Speed welcomed 42 parishioners to the presentation of the prizes for the 2008 Competition.

Special Commendations were awarded by the Judges to Frampton Congregational Church and the rear garden at The Bell Inn. A full list of the prize-winners is attached for information.

Cllr Pam Greenfield, organiser of the competition, said that considering the variable weather conditions this year gardens in the village were a credit to the hard work involved.  Gardens had been opened for the Red Cross and Secret Gardens and two village gardens had been featured on BBC TV’s Gardeners World.

Cllr David Speed congratulated the winners on behalf of the Parish Council and invited those present to join Cllrs for refreshments before the start of the Parish Council meeting.

MINUTES OF THE MEETING

 

The Chairman reported the death of former Parish Councillor Martin Matthews who served on the Council from 1998 to 2006.  Cllr Matthews had made an effective contribution to the work of Council with his refreshingly original approach to local issues and Council business.  

Members of the Parish Council wished to record condolences to his family.

During the recess an application had been received to erect a vertical extension to the existing mill to house new milling and sieving equipment.  The application had caused considerable concern amongst parishioners and in the media.  However, the application had subsequently been withdrawn.

The District Council had advised that this application had been withdrawn.

(b)           Financial Update

Cllrs noted the contents of the Financial Update for August prepared by Cllr M Lewis.

 

(c)           Other Finance

Audit – Cllr M Lewis is to provide additional information to enable the audit to be completed.  

Budget – Cllr M Lewis requests that projects be put forward to enable the 2009/10 budget to be discussed at the November meeting.  It was agreed that proposals to rent land for car parking and provision of temporary stock proof fencing at the churchyard extension be included.

Spending Priorities – a meeting is to be arranged to discuss priorities for 2009/10.

Computer Equipment – the Clerk advised that she had purchased updated computer and copying equipment at a cost of £400.  After discussion Cllrs unanimously agreed to reimburse this sum.  

105/08   BILL WOOD MEMORIAL SHIELD

Cllrs were advised that Parish Council is to host the event this year.  To date 6 nominations have been received and a judging meeting is to be arranged.  The presentation will be made at the AGM of the Village Society on Friday 31st October and Parish Council agreed to cover the cost of the refreshments to be provided.

106/08   WATERCOURSE WARDEN SCHEME – TRAINING EVENT  

The District Council have invited interested parties to attend a training session on 17th September to enable issues of the role to be explained.  Mr David Greenfield has been nominated as Watercourse Warden for this parish but is unable to attend the meeting.  Cllrs Alexander and Greenfield agreed to attend to represent this parish.

107/08   COUNTY COUNCILLOR’S REPORT

County Cllr Booth reported:

Junction at A38/The Perryway – a meeting is to be arranged between Highways, the Police and the Parish Councils of Frampton on Severn, Arlingham and Fretherne with Saul.

Flood Prevention – the County Council has received some of the promised funding to enable flood prevention works to be carried out.  There are over 500 sites around the county which require work.

Wicksters Brook – no progress has been made with the Environment Agency about the works required to the bank at Wicksters Brook.  Cllrs were extremely concerned that this situation has not been resolved.  After a full discussion it was agreed that Parish Council would contact Mr Perry to ensure that this item was included on the Agenda for the next Flood Defence Committee meeting.  Cllr Alexander would also contact local MP David Drew to enlist his support.

§                 Severn Estuary Forum Meeting

It was agreed to request Mr Roger Bagley to attend the meeting to represent Parish Council and it was agreed to cover the fee of £45 plus any expenses incurred.  

§                 Standards Committee

Nominations have been received for the Parish Council representative on the Standards Committee.  Council is requested to complete the ballot paper.  

§                 SARA Plans

Following the Neighbourhood Co-ordination Panel meeting, the Constabulary have submitted the latest SARA plans to be tackled by the Constabulary.  

§                 Temporary Road Closure

Temporary road closures to accommodate the expected traffic to the Frampton Country Fair have been notified.  Alternative routes will be signed.  

·          Gloucestershire Village Agents

GRCC have advised that following the pilot scheme for Village Agents it has been agreed that the scheme will continue into the future and will be funded jointly by the County Council and the Gloucestershire Primary Care Trust.  

§                 Miscellaneous

Various papers and publications were made available for Cllrs perusal.

 

110/08   ANY OTHER BUSINESS

Cllr Alexander reported that the County Council has now received funding to commence the scheme to revise street lighting times.

Cllr Wagstaff reported that negotiations to agree sites for affordable housing in the parish were continuing.  The proposal by Tompkins Barron to use the Old Tennis Court site in Lake Lane is not supported by the District Council.  It was agreed that Parish Council should write to the Elected Members at the District Council to take this forward.

Cllr Greenfield reported an overgrown hedge in the lagger at Glebe Close.  Cllr Price will make arrangements for this to be tackled by the Village Handyman.

Cllr Clifford reported:

(a)     Arrangements are underway to hold a parade for Remembrance Day.  This will be held on Sunday 9th November.

(b)     The fence outside Frampton Stores which was damaged by the refuse truck has been repaired by FCE and negotiations are underway with the District Council insurers.

(c)     Works to replace the sewer from Whitminster to Frampton – the revised route will not affect the road surface of the Perryway.

(d)     A response is still awaited from the County Council following a site meeting to inspect the drough running from The Green to the Lytch Gate.  Cllr Alexander will take this up.

Cllr Price asked if any members had a photograph of an event attended by Parish Council to add to the display planned by the Community Association for the Country Fair.  Unfortunately it did not seem that there was anything suitable.
