MINUTES OF THE MEETING HELD IN THE VILLAGE HALL

ON WEDNESDAY 2nd NOVEMBER 2011

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH COUNCIL:

Mr Kim Wain and Mr Ross Heaton discussed with Councillors their continued concerns about the retrospective planning application by Alpha Hire, the ditch at Oatfield and Footpath EFS 13.

The Chairman confirmed these matters would be discussed under agenda items later in the meeting.

On behalf of Parish Council, Cllr Alexander had spoken to the Planning Officer expressing concerns about this application (see Minutes 89/11(B) of July 2011 and 99/11 of September 2011) but unfortunately now that the District Council has made its decision no further action can be taken. The Case Officer had not discussed this application with Parish Council before making his decision, as had previously been agreed with the Chief Executive of the District Council in cases where the District and Parish Council hold different views on an application.

Cllr Hutchinson advised that the building was entirely within the grounds of the Club and would have no impact on neighbouring properties. The application was unanimously supported.

Cllr Hutchinson advised that the installation would have no impact on neighbouring properties. The application was unanimously supported.

 

(C) OTHER PLANNING MATTERS

With unanimous approval from Cllrs, the Chairman invited Mr Wain and Mr Heaton to join the discussion on these items.

bulletFootpath EFS 13 at Oatfield

This is a registered footpath but has not been walked for some considerable time. The Oatfield Residents’ Association had reported the footpath was completely blocked and this has been confirmed by the Parish Footpath Wardens. Council has subsequently written to Mrs Teesdale requesting action be taken to clear the path and she has confirmed she is happy to reinstate the footpath and requests a site meeting.

The ORA would like to see the path reinstated and advised that the District Council maps are inconclusive about the exact line of the footpath, as the line of trees originally bordering the path is no longer in place.

Cllrs unanimously agreed that a site meeting be arranged for Mrs Teesdale, Mr Bisley and Mr Crompton to inspect the footpath.

· Retrospective Planning Application for Walk Farm

This Council supported the original change of use application with a recommendation that Alpha Hire consider changing the route for vehicles from their business to use Whitminster Lane rather than Sandfield Lane.

Lakefield Leisure Estates, the owners of the marina, have written to oppose the application. Alpha Hire have sent an email stating their views. Both were circulated to Cllrs for information.

Mr Wain submitted a report prepared by the Oatfield Residents’ Association giving background to the situation and advised that the website contained a lot of additional information which would be useful for Parish Council to consider. The application will be going before the planning committee on 13th December and the Oatfield Residents’ Association wish Parish Council to review its decision in the light of all the subsequent information.

Cllrs discussed the planning implications and it was unanimously agreed that the original decision still stood and that no further action can be taken by Parish Council.

bulletE-Consultation Work Group

The Clerk reported the District Council’s intention to discontinue sending paper copies of planning applications to parish councils. After April 2012 all documentation would be available on-line. In the cases of ‘major’ planning applications or applications which are likely to be contentious they will provide paperwork if requested. This will mean changes need to be put in place to the way Cllrs carry out consultation on applications in their Wards.

 

Cllrs considered this to be a retrograde step but realised the inevitability of the decision by the District Council.

(C) Finance Update

Cllrs noted the contents of the Finance Update for November submitted by RFO Martin Lewis.

Following agreement at the October meeting (see Item 115/11) that the Perryway Footpath/Cycle Way project be put on hold for the foreseeable future, Cllrs discussed suggestions as to how this £5000 in the capital budget could be used within the current financial year. There were four proposals for using this balance in aid of village organisations, resulting in the following proposal:

Proposal Cllr Price proposed:

£2000 to the Community Association for refurbishment work

£2000 to the Village Hall to assist with the new floor

£1000 to the Congregational Church towards the new pulpit and other renovation work.

Seconded Cllr Greenfield

Vote 3 in favour – 2 abstentions.

The proposal was carried and funds would be paid under LGA 1972 s.134(4).

Cllr Howe had asked that Council consider a contribution to PlayRangers to cover an additional day during the half term. Council unanimously agreed a donation of £200 (LGA 1972 s.137).

129/11 BUDGET

Cllr Alexander proposed from the Chair to delay any decision on the budget to enable the Chairman to be present. This was unanimously agreed. Cllrs were reminded that the budget for 2012/13 would now be finalised at the December meeting.

At this point PCSO Mark Lifton joined the meeting and was invited to give his report:

POLICE REPORT

There had only been two reported incidents this month and PC Akers and members of the Neighbourhood Team continue to patrol.

Cllrs expressed thanks to PCSO Lifton for patrolling the village on Sundays and for his part in reducing crime locally.

130/11 HIGHWAYS

    1. Highways Information Evening

Unfortunately no members of Parish Council had been able to attend the meeting held on 10th October.

(B) Other matters

131/11 FLOOD PRECAUTIONS AT OATFIELD

With unanimous approval from Cllrs, the Chairman invited Mr Wain and Mr Heaton to join the discussion on this item.

Cllrs approved the draft report prepared jointly by the Cllr Howe and Mr Wain of the Oatfield Residents’ Association and this would now be sent to the land owners. The report put forward 7 suggestions which could be taken to alleviate the problem of flooding at Oatfield and it was agreed a meeting would be held with interested parties to discuss which of the suggested actions should be taken forward. The following would be invited – Cllr Howe, Mrs Teesdale, a representative from Frampton Court Estate and a representative from Oatfield Residents’ Association.

Cllr Clifford advised that action 2 of the report was already underway and the ditch north of the Church Lane junction was being cleared by FCE.

132/11 PARKING AT FRETHERNE BRIDGE

Arlingham Parish Council advised that they have received several complaints about traffic congestion due to vehicles parking on the Frampton side of Fretherne Bridge. They have asked if any action can be taken to deter parking in this location. Cllrs said it was difficult for any specific action to be taken without precise details of the vehicles causing the problems. However various options were discussed and it was agreed that initially Council would request the local policing team to monitor the area. Cllrs agreed to ask PCSO Lifton to spend some time at this location, especially on a Sunday.

133/11 SEVERN VOICE MEETING

The meeting had discussed the Schools Admissions Policy and the meeting with the Minister Mr Richard Benyon MP regarding the Severn Estuary Framework. Both these matters are ongoing and would be updated.

134/11 COUNTY COUNCILLOR’S REPORT

County Cllr Booth had sent apologies to the meeting but had asked that the following be reported:

bulletThere is to be a meeting re the Severn Estuary Framework at Shire Hall on 29th November. All interested parties will be invited to attend and speak.
bulletThe closing date for schools admissions at Lakefield was the end of October. He would now meet with the Head Teacher to discuss allocation of places.

137/11 COUNCILLOR’S SUBMISSIONS

Cllr Clifford reported there are again problems with EC Merretts vehicles blocking spaces in the Frampton Stores car park.

Cllr Baker advised that the PlayRangers session held at the half term had been very well attended.

There being no further business the meeting closed at 9.22pm.
