The Appeal is allowed and planning permission is granted for a two storey extension and insertion of dormer to the rear elevation of Rosemont.

Cllrs could find no planning reason to change their original decision on the retrospective change of use application. The Oatfield Residents’ Association was continuing its attempts to get the decision reversed.

Planning Officers from the District Council had given a presentation to the VilSoc meeting in September.

The Clerk will attend the District Council Consultation Work Group meeting to learn about the new planning system.

(D) Finance Update

Cllrs noted the contents of the Finance Update for October submitted by RFO Martin Lewis.

BUDGET

Cllrs noted the contents of papers circulated by the Chairman and the RFO showing the current financial situation and giving proposals for expenditure for 2012/13. Cllrs discussed expenditure at length and considered future projects for funding.

CLERK’S UPDATE

Parish Council unanimously agreed Frampton Court Estate should replace the lime tree opposite Manor Cottages as a memorial for the late Keith Wilcox.

HIGHWAYS

(A) Damage to wall in Perryway

Gloucestershire Highways will erect a row of bollards alongside the wall to indicate the narrowness of this area.

(B) Other matters

Parish Council unanimously agreed Frampton Court Estates should erect a line of oak posts east of Frampton Stores car park to stop vehicles driving across The Green.

SEVERN ESTUARY

bulletSevern Estuary Flood Risk Management - Cllr Alexander reported on the meeting with Richard Benyon MP, Minister for Natural Environment & Fisheries.
bulletSevern Estuary Partnership Forum 2011 – Cllrs noted the contents of the Chairman’s paper circulated prior to the meeting.

FLOOD PRECAUTIONS AT OATFIELD

A report relating to the flooding problems at Oatfield, prepared jointly by Parish Council and Oatfield Residents’ Association, was approved and would now be submitted to the landowners.

COUNTY COUNCILLOR’S REPORT

County Cllr Booth is now a member of the Sub Group set up to deal with the Severn Estuary Flood Risk Management.

DISTRICT COUNCILLOR’S REPORT

District Cllr Smith reported discussions at the Council meeting on 22nd September.

COUNCILLOR’S SUBMISSIONS

Cllr Grist, on behalf of Cllr Price, reported:

  1. Both the village Telephone Boxes have been repainted.
  2. The Neighbourhood Warden has removed the graffiti from the bus shelter, but this is still faintly visible.

Frampton-on-Severn Parish Council meet in The Rowles Room at the Village Hall at 7.30pm on the first Wednesday of every month (not August) and Parishioners are welcome to sit in and listen to the discussions. There is a 15-minute slot set aside at the beginning of the meeting during which Parishioners are invited to bring any matter or concern to members of the Parish Council.
