ON WEDNESDAY 4th OCTOBER 2006

Cllr Howe welcomed 33 parishioners to the presentation of the prizes for the 2006 Competition.

Cllr Howe explained that the competition had been organised this year by Cllr Pam Greenfield who unfortunately was unable to be present.  On her behalf, Cllr Howe thanked the Judges Chris Marshall, Mary Durham and Jane Hay. 

Chris Marshall said that it was a privilege to see so many beautiful gardens.  It was not necessary for parishioners to enter the competition as any garden that can be viewed from a public footpath or highway is automatically judged.

POLICE REPORT

Sgt Steve Irvin reported that there had been five reported crimes in the parish during the last month, of which only one had been detected. 

New powers coming into force for the police included an Antisocial Behaviour Warning Notice and the ability to confiscate untaxed or uninsured vehicles. 

Cllr Speed reported a number of untaxed cars in the British Waterways car park.  Sgt Irvin advised that as this is private property, agreement would be needed before any action could be taken.  It was agreed that the Chairman would contact British Waterways to seek their views on this and advise Sgt Irvin of the result. 

The Chairman thanked Sgt Irvin for attending.

PRIOR TO THE MEETING PARISHIONERS WERE INVITED TO RAISE MATTERS OF CONCERN WITH CLLRS: 

§            The Rev Dr John Hunter

Did Parish Council have any views on the inappropriate size of the ‘For Sale’ notice on the flat above the old hairdressers on The Green?   

Cllr M Lewis agreed to raise this with the owner of the property. 

§          Mrs Rosemary Morris

The Parish Council proposal to join the Neighbourhood Warden scheme would mean an increase in Council Tax and this would be unacceptable.  

§          Mrs Joy Greenwood

Has any progress been made following the report to the last meeting concerning the problems encountered walking to the landing stage at The Pill?   

The Chairman confirmed he would be meeting with FCE shortly.  It was not known if Cllr Alexander had contacted the Gloucestershire Wildfowlers Association.

119/06   PREVIOUS MINUTES

The Minutes of the meeting held on 6th September 2006 were amended as follows:

 

§          Page 576 – Item 103/06 –Cllr Price declared an interest in the Agenda item dealing with Bacca Box.

§          Page 579 – Item 117/06 – The first item was reported by Cllr Price.

§          Page 575 – Frampton Pill – Cllr Clifford suggested alterations to the first four sub paragraphs.  The following wording was agreed:

-          The Free Parish Landing Place is on land belong to FCE.

-          There are no public footpaths on the definitive map over land to the west of the canal bank.

-          There is a right for parishioners to bowhaul their craft along Frampton Pill.

-          FCE have always informally acknowledged use of the flood bank as a footpath for parishioners

-          Farmers and land owners have responsibilities relating to Ramsar sites and SSSIs as interpreted

       by the Capital Taxes Office which discourage access to areas during certain seasons. 

The Minutes were then approved as a true record of proceedings and signed by the Chairman.

Cllr M Lewis had not contacted the neighbours because this application was very similar to the application opposed by Parish Council at the June 2006 meeting, and at that time the neighbours had not objected to the building but were unhappy with access onto The Street.  After a full discussion it was unanimously agreed to oppose for the same reasons as previously:

1.  Policy GE5 – it would be detrimental to highway safety owing to intensification of use of the inadequate access onto a narrow and congested main village street.

2.  Policy BE3 – the design of the development is not compatible with its surroundings.

3.  Policy BE5 – it is harmful to the Conservation Area in that it fills an existing open space and creates an inappropriate congestion of buildings.  The design of the new building is not sympathetic to the area. 

District Cllr Smith will check whether tandem development was still a valid planning reason and if so which policy can be used.

 §          Financial Update

Cllr M Lewis circulated a print-out to show the current financial situation.  Cllrs discussed items of future expenditure and it was agreed the Clerk would contact the PCC about plans for maintenance of the churchyard to enable this item to be finalised. 

The Annual Return had been approved by the External Auditors, Moore Stephens and the Parish Council Audit has now been successfully completed. 

§            Bank Signatories

Cllrs were asked to return the completed forms to the Clerk to enable new signatories to be authorised by the Bank.

 §            Other Financial Matters

-               The second instalment of the District Council precept has been received in the sum of £5715.00

-               The CA has thanked Parish Council for their donation of £380 towards the refurbishment of the children’s playground. 

122/06   BUDGET PROPOSALS

Cllr M Lewis circulated a paper giving draft proposals for the 2007/08 budget and Cllrs were requested to submit any suggestions for future expenditure.  The budget would be finalised at the November meeting. 

123/06   UPDATES FROM THE PREVIOUS MEETING

§          Neighbourhood Wardens

Cllr M Lewis reported that the scheme was generally felt to be worth considering, but the main problem would be the costs.  If Frampton joined with Fretherne-with-Saul the cost would be shared.  However, as funding is calculated on a pro rata system, as the larger parish, Frampton would pay the larger share. 

The Neighbourhood Warden scheme was discussed at the recent meeting of Severn Voice and all parishes expressed support for the scheme although concerns were raised about funding.  Whitminster and Hardwicke have joined the scheme and share the services of a Warden.  It was thought it might be possible to take advantage of some of the services provided by the Wardens without being fully signed up to the scheme. 

District Cllr Smith confirmed that the Neighbourhood Warden scheme is proving very successful throughout the district.  After discussion the following actions were agreed:

-               to take up the offer of a three-month free trial after which the costs could be negotiated with the District Council, 

-               to contact all village organisations to gauge how the community would feel about the increase in Council Tax to cover the costs,

-               to invite the Wardens to give a presentation to the village at the Annual Parish meeting, which would fall during the period of the three-month trial. 

The item will be added to the Agenda for the November meeting to discuss progress. 

§          District Council Statement of Environmental Policy

Cllr Speed had studied the document and reported that he would prepare a response to the District Council if Cllrs would let him have any suggestions.  This will be discussed at the November meeting to enable the response to be made by the deadline of 17th November. 

§          County Council Waste Management Strategy

The County Council are requesting comments on the Strategy by mid October.  The Chairman had studied the document and felt that Parish Council could make no material contribution. 

124/06   AFFORDABLE HOUSING

Sinead Barker from GRCC and Jon Shaw from Stroud District Council had given a presentation to the recent Severn Voice meeting and Cllr M Lewis reported the decision had been made to carry out a Housing Needs Survey in the Severn Vale parishes.  GRCC will arrange a free post facility and the District Council will pay for the printing of the questionnaires.   A meeting is to be held on 18th October to agree appropriate questions.  After discussion it was agreed the Ward Cllrs would deliver the questionnaires to every house in the parish. 

125/06   SEVERN VOICE MEETING

The Severn Voice Group of Parishes had held a meeting at Longney on the 25th September.  Presentations had been given on Affordable Housing and Alternatives to Village Link.  The next meeting will be in March 2007.  A new Administrator is needed and member parishes were asked to discuss this. 

126/06   COUNTY COUNCILLOR’S REPORT

No report. 

127/06   DISTRICT COUNCILLOR’S REPORT

District Cllr Smith reported that the Council Meeting on 21st September had been available via the new Web Cast.  This is a national scheme paid for by Central Government.

130/06   ANY OTHER BUSINESS

Cllr K Lewis reported the Football Club would like to have another Dog Bin at the Ann Wicks car park end of the football field.  The Chairman will contact Ann Jackson to discuss this and also about the possibility of placing ‘No Dog Fouling’ signs on the perimeter fence.

Cllr Speed enquired if any action had been taken to lock the gate into the school field, as agreed with the Headteacher at the September meeting.  Cllr K Lewis was able to confirm that the gate is now locked from 9am to 3pm while school is in session.  Discretion is used about times of unlocking the gate. 

Cllr Speed suggested that Parish Council write to Michael Selby to thank him for keeping the area around Roes Pool in such good condition.  This action was agreed. 

Cllr Clifford reported that boat owners are causing problems with car parking in The Street.  Also it has been reported that a resident living on a canal boat is taking timber from the canal side at Cantleaze. The Chairman suggested that Cllr Alexander be asked to take this forward at the next meeting of the Canal Users Forum.
